Cousins has never started a game in the NFL, but has appeared in two games this season, throwing seven-for-11 for 137 yards and two touchdowns, with two interceptions.
In last Sunday's victory over the Baltimore Ravens, Cousins led the game-tying drive after Griffin III was removed with injury, scoring the two-point conversion on a quarterback draw.
The Redskins were expected to have doctors evaluate Griffin III's knee Saturday and make a decision based on who would start.
Head coach Mike Shanahan noted the importance of letting the starting quarterback mentally prepare by letting him know before game time.
With Cousins named the starter, it is unclear how many quarterbacks the Redskins will keep active tomorrow, and who will be his primary backup.
